Delamination around Swim Ladder


I have a 19 ft Glastron fish/ski bowrider with rear swim ladder.  The hull has partially delaminated around the contact points where swim ladder is screwed to the hull.

1. Although not affecting hull leakage, it is destabilizing the swim ladder function. If I remove ladder, can I just use marine epoxy to patch hull?

2. Is it possible to reposition the swim ladder to the other side of rear hull?

Any thoughts or prior experience would be appreciated.
